Phase I ESA
Phase Engineering performs its Phase I Environmental Site Assessments (ESAs) in accordance with EPA’s “All Appropriate Inquiries” (AAI) rule and the ASTM Standard E1527, and within the guidelines of the following:
- Small Business Administration (SBA) SOP 50 10
- U.S. Department of Housing and Urban Development (HUD)
- Texas Department of Housing and Community Affairs (TDHCA)
- Many other state, local and private entity requirements
In the event that a Phase I ESA results in identification of a Recognized Environmental Condition (REC), the next step in the due diligence process is to conduct a Phase II ESA.
Phase II ESA
A Phase II ESA supports the goal of reducing liability by identifying and characterizing environmental impact prior to finalization of a property transaction. It involves collecting environmental media (soil, groundwater, air, surface water, etc.) for laboratory analysis, and evaluation of all site conditions.
Analytical results from testing are compared to regulatory agency risk-based standards to determine if further mitigation is required to protect public health, and to identify the steps necessary to alleviate risk for those acquiring the property and their financial institutions.
These limited environmental assessments focus on key areas of concern with targeted sample collection and analyses to limit cost, while providing ample information to make decisions about impact to properties.
Phase II ESAs may include:
- Advancement of soil borings
- Installation of temporary monitoring wells
- Soil vapor/ambient air vapor intrusion assessments
- Surface soil sampling
- Sediment sampling
- Shallow soil assessment
