Building and facilities assessments are crucial to ensuring health and safety, as well as structural viability. 

Phase’s property condition assessment services include, but are not limited to:

  • Asbestos Inspections, O&M Report Preparation, Abatement Project Management & Consulting: Federal and state laws determine acceptable safety and health standards for asbestos-containing materials (ACM). When working through the permit process with any Texas municipality, a survey of the subject property will often be required. It is important to understand your options surveying a property for asbestos. Phase helps identify, manage, and oversee the removal of asbestos in public and commercial buildings. Our services keep your project timeline on track without suffering delays or significant fines. Phase has experienced staff to help anticipate, evaluate, and manage asbestos-containing materials for building owners.

Our range of services includes the following:

  • Pre-demolition or Pre-renovation Asbestos Surveys
  • AHERA Asbestos Management Plans (Initial and Re-inspections)
  • Asbestos Abatement, including Asbestos Project Design, Asbestos Area Monitoring, Asbestos Clearance Sampling, EPA and OSHA Air Quality Personnel Monitoring, and NESHAP Upwind/Downwind Monitoring
  • Lead-Based Paint (LBP) Surveys and Lead in Drinking Water (LIDW) Surveys: Following EPA guidelines, we perform lead inspections and surveys. In the event lead is found, we suggest solutions for abatement by specialized contractors.
  • Mold inspections: Phase has over 15 years of experience as a licensed mold consultant, offering expert mold consulting, remediation protocol, testing, and inspection services.
  • Property Condition Assessments (PCA): Phase performs Property Condition Assessments (PCA) for lenders and commercial real estate investors. During the Property Condition Assessment, Partner’s architects, engineers, and commercial building inspectors assess the subject property in order to understand the condition of the building. A Property Condition Report is generated discussing each building system and its condition. The most important output of the Property Condition Assessment is the Immediate Repairs Table and the Replacement Reserve Table. This table is provided in the PCR and helps the client understand how the condition of the building will impact the asset’s financial performance.
  • Capital Needs Assessments (CNA): Capital Needs Assessments, also known as Physical Needs Assessments, are property inspection reports that estimate the future costs of property maintenance, as well as determining the cost to repair any parts of a property that must be fixed urgently. Capital Needs Assessments are required during the application process for all HUD/FHA multifamily loans, including the HUD 221(d)(4), HUD 223(f), and HUD 223(a)(7) programs, as well as the HUD 232 loan for seniors healthcare properties.
  • Scope and Cost Reviews (SCR) for TDHCA Multifamily tax credits
