Leadership Team
Michael Harlan serves as Chief Executive Officer of Phase Engineering, LLC, a leading environmental consulting firm serving clients nationwide to deliver trusted environmental solutions. He has over 30 years of experience in the environmental industry and is responsible for cultivating and leading the culture of Phase and developing its growth strategy and expansion of services to its clients. Michael also serves as Chief Executive Officer of TruHorizon Environmental Solutions, an affiliate of Phase Engineering. TruHorizon supports the North American energy, construction, and industrial markets with turnkey environmental solutions for noise control, storm water management, erosion prevention, sediment control, and compliance management. In addition to serving as CEO of Phase and TruHorizon, Michael is on the Board of Directors of Waste Connections, Inc. (NYSE: WCN), a publicly traded company that is an industry leader in waste management services throughout the U.S. and Canada. He is also on the Board of Directors of Brewer Crane & Rigging, the premier crane rental company in Southern California.
Michael is a Certified Public Accountant and graduated magna cum laude from the University of Mississippi with a Bachelor of Accounting degree.
Jeff Monte is the Chief Financial Officer for Phase Engineering, LLC. Jeff had over 30 years of accounting and finance experience in the oil and gas industry before joining the Company. As a senior executive in both publicly traded and private equity backed companies, he is experienced in multiple facets of accounting and finance including mergers and acquisitions, financial reporting, strategic planning, and financial software implementation. Jeff works closely with our field personnel on client proposal, financial planning, profit improvement, and capital investments.
Jeff graduated from The College of Santa Fe with a Bachelor of Business Administration in Accounting and from New Mexico State University with a Bachelor of Business Administration in Human Resources Management.
Ross Doctoroff is a Professional Geoscientist and Vice President of Operations for Phase Engineering, LLC. Ross joined Phase in May 2001 and manages all aspects of its day-to-day operations. Over the last 20 years, he has conducted and/or managed over 15,000 Phase I Environmental Site Assessments, 1,500 Phase II ESAs, 1,000 petroleum storage tank (PST)/leaking petroleum storage tank (LPST) projects, and more than 100 projects under regulatory oversight pursuant to multiple federal, state, and local environmental programs. Ross is involved in numerous industry associations including working directly with ASTM drafting current and proposed standards for the environmental industry.
Ross is a graduate of Texas State University with a Bachelor of Science degree in Environmental Resource and Studies.
Diana Hedrick is Vice President of Client Services for Phase Engineering, LLC. Diana has over 30 years of experience in the real estate industry overseeing site selection and development for national retail and commercial clients in the pharmacy, convenience store, telecommunications, and quick service restaurant industries. She has national experience managing all aspects of due diligence with a specific focus on environmental matters. Her duties include collaborating with brokers, attorneys, architects, engineers, and general contractors to guide projects from concept to close. Diana works with Phase’s clients and professional advisors to identify each project’s environmental needs and develops environmentally sound solutions to support the client’s growth and development plans.
Diana graduated from the University of Texas with a Bachelor of Science degree in Petroleum Engineering and from the University of Houston with a Master of Business Administration degree.
Karly Cherry is the Remediation/Compliance Program Manager for Phase Engineering, LLC. Karly has over 23 years of experience in environmental consulting, remediation, and construction projects in Texas and Louisiana for a wide variety of clients, including the U.S. Army Corps of Engineers, U.S. EPA Region 6, municipalities throughout Texas and Louisiana, as well as the City of Houston and City of New Orleans, regional planning commissions, and the private sector. Her experience has encompassed all aspects of environmental consulting and remediation projects, such as project design, cost projection, and plan development; Phase I, II, and III Environmental Site Assessments; risk assessment; hazardous waste characterization and management; feasibility studies; post-closure monitoring; active remediation; regulatory agency interface; and compliance. Project sites have encompassed Superfund sites, Brownfields sites, LPST sites, dry cleaners, landfills, abandoned waste sites, and industrial complexes.
Karly has a Bachelor of Science degree in Biology (Marine Science) from Barry University and a Master of Science in Public Health (Risk Assessment and Regulatory Toxicology) from Tulane University.
Tracy Watson is Vice President of Special Projects for Phase Engineering, LLC. Over the last 20 years, her professional experience has included quality control, analytical chemistry, and environmental science. Tracy has completed over 500 NEPA Environmental Review Records in compliance with HUD, USDA, and FCC environmental regulations. She has developed a reputation among federal, state, and local agencies including the Texas General Land Office (GLO) and the Texas Department of Housing and Community Affairs (TDHCA) as a consultant capable of identifying solutions to complicated issues related to NEPA compliance. Tracy is responsible for the development and execution of all NEPA services at Phase which includes a variety of related services such as noise studies, endangered species, historic preservation, floodplain management, radon testing, and wetland determinations and delineations.
Tracy graduated from the University of Mary-Hardin Baylor with a Bachelor of Science degree in Chemistry and Biology.
Jillian Chahal is the Due Diligence Operations Manager for Phase Engineering, LLC. Jillian has over 15 years of experience in the environmental, health, and safety industry. Jillian leads a group of field engineers, data analysts, and technical writers and is responsible for staffing, process improvement, project guidance, and review of due diligence projects. She has completed thousands of assessments for due diligence, asbestos, mold, air quality, safety, and soil and water contaminant projects and works closely with her clients to support their growth initiatives in an environmentally responsible manner.
Jillian has a Bachelor of Science degree (Bioenvironmental Sciences) from Texas A&M University and a Master of Public Health degree (Environmental and Occupational Health Sciences) from the University of Texas – Health Science Center.
Matt White is the Manager of Building Services for Phase Engineering, LLC. Matt is an ASTM Certified Property Condition Assessment (PCA) consultant, a licensed Asbestos Consultant, and a licensed Mold Consultant. Over the last 15 years, he has conducted and/or managed over 10,000 asbestos projects, 1,500 mold projects, 200 lead related projects, and more than 100 Property Condition Assessments.
Matt graduated from the University of Phoenix with a Bachelor of Science degree in Environmental Science.
